Ministers, former Vice Ministers and former General Secretaries; General
Directors; dear colleagues; dear family, my wife Susana, my children Jaime and
Andrea; Ladies and Gentlemen, and all friend. I thank, in the first place, the
very generous comments of my dear colleagues and friends Nestor and Hugo, and I
am especially honored and deeply grateful for the confidence that the President
of the republic and you, Minister of Foreign Affairs have placed in me by
designating me as Deputy Minister of Foreign Affairs. It will be a privilege to work with
a Chancellor of the professional solidity and experience of Ambassador Néstor
Popolizio.
In particular, I would like to express my
appreciation for the important work carried out by Ambassador Hugo de Zela as
Deputy Minister and throughout his career, whose special personal qualities and
professional abilities make him one of the most valuable diplomats in Torre
Tagle. It is a real
honor and a particular challenge to succeed a Vice minister of such a
prestigious career.
I am aware of the dimensions of my new
responsibilities and challenges, but I take this important task with the
naturalness with which I have wanted to carry all acts in my life.
Before you, I express my full commitment to the
objectives destined to promote and protect the interests of Peru abroad, always
in compliance with the guidelines issued by the President of the Republic and
led by the Chancellor.
In this regard, allow me to make some general
remark referring to the work of the Ministry at the external level, which we
will continue to support; as the Minister of Foreign affairs has mentioned,
this is a team effort in which we all participate.
In the first place, it is important to continue
working to consolidate our relationship with neighboring countries, which
demand our prioritary attention, expanding our bilateral link and intensifying
the security and development of border areas.
In addition to strengthening the links with our
traditional partners in America and Europe, it is important to continue
expanding our relationship with the Asia Pacific region and increase our
presence in Central America and the Caribbean, using the granting of technical
cooperation as a foreign policy instrument.
We will also seek to have a greater presence in
Africa and the Middle East, in order to take advantage of the opportunities
offered by these countries in commercial, economic and financial terms.
You know that a large part of my career has
been spent in the economic area. I believe that
this experience can contribute to clearly strengthen our relationship with
countries and organizations, in which the economic component is predominant. The continuous participation in
regional integration processes that will hold their respective summits in the
months of May and July, is important to this effect.
Furthermore, Peru will hold the presidency of
the Security Council of the United Nations next July, which will help us to
play an instrumental role in dealing with matters of international peace and
security.
In addition, Peru will continue to actively
participate in the Organization of the American States and the different
international organizations of which Peru is part, with the purpose of
promoting and defending the permanent and conjunctural interests of our foreign
policy.
In the same way, we will continue working in
coordination with the Presidency of the Council of Ministers, the Ministry of
Economy and Finance and the Congress of the Republic, as well as other national
sectors, to accelerate the process of accession of Peru to the Organization for
the Cooperation and Economic Development (OECD).
Without neglecting this constant diplomatic
work in our external projection, we do not remain indifferent to situations
such as the serious crisis that Venezuela suffers today, provoked exclusively
by the illegitimate and dictatorial regime of Nicolás Maduro, which has caused
the collapse of the country and generated the mass exodus of its population,
with severe humanitarian, social and economic repercussions for Peru and the
region. The Peruvian
Foreign Ministry, as you know, has take a leading role through the Lima Group
to achieve a return to democracy in Venezuela, a commitment that today, I must
clearly.
I want to complete these remark, with on issue
of greatest importance, which is to assure our migrant communities that we will
continue to make every effort to improve every day the support and services
provided to the millions of Peruvians who live abroad.
Internally, in the Ministry of Foreign Affairs,
in this Ministry, my work will be guided by openness and inclusion, focusing on
equal opportunities, non-discrimination,
respecting individual and collective rights, fostering an environment free of
abuse and harassment and maintaining a position of zero tolerance against acts
of corruption.
In a very special way, with deep conviction, I
will support with determination and enthusiasm effort in gender issues because all the
women of this ministry deserve to have uphold their rights, feel visible and
receive the fair and differentiated treatment necessary for their full work
development, and thus overcome the limitations that machismo has historically
and culturally imposed on them.
Although there have been advances in these
policies, there is a long way to go in the field of implementation and, above
all, assimilation by society. I would like
to mention, as the Chancellor also pointed out, the process of modernization of
the Ministry of Foreign Affairs, which I will continue to promote, based on the
principles that have allowed us to forge the international prestige that we
enjoy, and rescuing those traditions that are still valid. This process should also include the
incorporation of the most modern technological and management tools, which
equip the Foreign Ministry and the Missions abroad and the Decentralized
Offices with the necessary capacity to face future challenges,
Our efficiency and productivity should not rest
on individual capacities, but on predictable and structured public management
processes.
Be assured that, working as a team with the
Chancellor and the Secretary General, we will try to consolidate a Ministry
that offers its personnel a good working environment, in which meritocracy,
efficiency and quality of life are privileged.
That is why I invoke the Diplomatic Service and
the administrative, contracted and service personnel, who are part of this
great family that is Torre Tagle, to work together in solidarity and cohesion.
I am aware that, beyond my desire to improve
our institution, I will not be able to achieve it if I do not count on the
contributions and the committed collaboration of all of you, especially the
younger generations.
Finally, in my capacity as Head of the
Diplomatic Service of the Republic, I would like to say to my colleagues of all
categories that we should always be aware of the important role we play in the
continued construction of our country and feel the pride of belonging to an
institution. who works to
contribute to the greatness of the country and the welfare of its people. I also want to tell my colleagues
that they have my full support to address their concerns and also their needs,
but at the same time that they have the security that I will require of you
authenticity, commitment, loyalty and a lot of work.
I end these brief words reiterating my firm
will to serve the country and close and loyal collaboration with the Foreign
Minister to achieve the foreign policy objectives and the strengthening of the
Ministry and the Diplomatic Service of Peru.

The Embassy
of Peru is pleased to announce the call for the Southern-Perú and Cristóbal de Losada y Puga
Medal of the year 2019, which aims to recognize outstanding contributions in
the specialties of exact sciences, natural and biological, engineering and
technology.
The prize
is endowed with a unique allocation of US $ 20,000 US dollars and the distinction with the Cristóbal de Losada y Puga Medal.
The
applicants for the award must be natural persons, Peruvian or foreign,
regardless of their place of residence, who have made an important scientific
contribution to Peru.
Those
interested may be nominated both individually or as a team, by legally
recognized legal entities, such as academic institutions, such as universities,
research centers, as well as professional associations and public or private
institutions dedicated to scientific, academic or artistic activities.
The documentation
required to apply for candidacies must include the following:
a) Letter of presentation indicating
the reasons why the application is submitted.
b) The curriculum vitae of the
candidate duly documented in printed and electronic version.

Tuesday, April 2, the Ambassador of Peru in Thailand attended the avant premiere of the film Shazam, an event organized by AJE – THAI, a subsidiary of the Peruvian multinational Group AJE (Añaños).
The screening of the film was held at IMAX Quartier CineArt movie theatre, in the EmQuartier, one of the largest and most modern shopping centers in Bangkok, and precedes its exhibition in the commercial circuit, which will begin on Thursday, April 4.
This event was aimed at the commercial allies of AJE-Thai, media representatives and the winners of a contest referred to the products of that company. It was complemented by a cocktail tasting of innovative drinks prepared with tropical fruits and "VOLT", one of the beverage trademarks produced by AJE-Thai.
AJE-Thai has a production plant in Chonburi, Thailand, since 2006, where it produces more than 10 products (carbonated beverages), which are distributed to several countries in the region. At present, the AJE Group also has production plants in other Asian countries, such as Indonesia, Vietnam and India.
